On the basis of Presidential Decree № 12 on «The application of “Single Window” principle on inspecting the goods and transport means passing the state border checkpoints of Azerbaijan Republic”, dated November 11 2008, and the order № 136 by State Customs Committee (SCC) Chairman, dated December 22, 2009 the documents related to goods and transport means moved through state borders of Azerbaijan are submitted to control bodies at state border checkpoints in order to carry out the relevant control measures. For this reason, technological scheme defining the sequence of the application of customs, veterinary, phyto-sanitary, and sanitary-quarantine measures, as well as of the issuance of “Permission” forms for vehicles used in international road transportations has been approved.
According to the technology scheme, customs, veterinary, phyto-sanitary and sanitary quarantine measures as set by the law, as well as issuance of “Permission” forms for the vehicles used in international road transportations shall be carried out by customs officers authorized for this purpose.
Technology scheme defines the measures to be carried out on the basis of Article 128 of the Customs Code of Azerbaijan while carrying out customs clearance of goods destined for export, as well as for the customs clearance of goods brought into the territory of Azerbaijan at destination customs bodies.
The sequence of various forms of control measures applied with regard to goods carried out by railway, road, air and sea transport is defined as follows:
- In case the goods indicated in transport documents are subject to veterinary, phyto-sanitary, or sanitary quarantine control, customs officer responsible for the application of customs control measures shall invite authorized officers in order to ensure application of the specific control measure according to the relevant legislation. Responsible customs officers check the existence of the relevant certificates and other permission forms while carrying out customs, veterinary, phyto-sanitary, and sanitary-quarantine measures and apply the necessary border control measures and procedures as defined by the legislation regulating this sphere. In addition, relevant disinfection measures are carried out according to defined rules (including transport means without goods).
- Customs officers responsible for the specific form of control carry out relevant control measures as set by the Law.
- Transport documents are submitted to customs clearance center according to “Single Window” principle in order to carry out registration, electronic data processing and collection of customs payments (in case needed).
- In the process of registration, the existence of documents and of notes reflecting the status of application of the relevant control forms are checked and the issuance of “Permission” forms as well as proper collection of state duties are carried out;
- In case the customs clearance is to be carried out in other customs departments, special note is made (including by electronic means) about the re-direction in order to complete the forms of control.
- After carrying out the necessary procedures related to abovementioned customs, veterinary, phyto-sanitary and sanitary-quarantine control measures with regard to transit goods, relevant notes are made and the goods are released according to their destination and information about this is directly sent to destination customs department.
