The increase of the passage capacity through the state borders is of vital importance considering them being the portion of the Silk Way and Nort-South transport corridor of the Azerbaijan Republic.

Therefore, for the purposes of elimination of unnecessary interferences during the inspection of goods and transport means moved though the state border, provision of the favorable climate for performance of import-export operations in line with today’s standards, application of the «single window» principle in this sector, I hereby decree:

1. Apply the single window principle during the inspection of goods and transport means moved through the state borders of the Azerbaijan Republic, commencing January 1, 2009.

2. The authorities of the state body on single window principle during the inspection of the goods and transport means moved through the state borders of the Azerbaijan Republic shall be assigned to the State Customs Committee of the Azerbaijan Republic.

3. To set that the inspection of goods and transport means moved through the check points of the state border of the Azerbaijan Republic including the veterinary, phyto sanitary, hygiene and other certificates of goods, the veterinary, sanitary control over the subject goods on the border is performed by the customs authorities of the Azerbaijan Republic.

4. The State Customs Committee of the Azerbaijan Republic as a single state authority on the single window principle during the inspection of the goods and transport means moved through the state borders of the Azerbaijan Republic, shall be assigned to implement the following goals:

4.1. implementation in accordance with procedures of the veterinary law of the forced disinfection of transport means, imported into the Azerbaijan Republic from countries in which hazardous animal illnesses are registered;

4.2. provision of information of the relevant territorial state veterinary inspection for the purposes of provision of support of animals imported from other countries and isolated to establish their health conditions;

4.3. issuance on the border of the Permit forms for transport means performing international automobile transportation and charging of relevant state duties at the size set by the Law of the Azerbaijan Republic On State Duties.

5. Liquidate the relevant state authority stations established on the border to perform the veterinary, phyto sanitary control as well as issuance of the Permit forms to transports performing the international automobile transportation.

6. To assign the State Veterinary and State Phyto Sanitary Control Services by the Ministry of Health of the Azerbaijan Republic, Ministry of Transport and Ministry of Agriculture of the Azerbaijan Republic to perform the mutual data exchange at relevant area with State Customs Committee of the Azerbaijan Republic.

7. To assign the Cabinet of Ministers of the Azerbaijan Republic, within one month period:

7.1. to submit to President of the Azerbaijan Republic the proposals on bringing of relevant legislative acts in compliance with Decree hereby;

7.2. provide the bringing into compliance of the standard and legal acts of the Cabinet of Ministers of the Azerbaijan Republic and relevant central executive authorities in compliance with this Decree and provide the information relevant to the President of the Azerbaijan Republic;

7.3. resolve other issues arising from the Decree hereby.

8. This Decree shall enter into force from the date of Publishing.
