During the 2010 the enforcement activities of the customs authorities of the Republic of Azerbaijan have been basically directed to the provision of the economic security of the Republic of Azerbaijan, detection and abolition of smuggling channels, calling to corresponding account of people committed legal violation by application of methods grounding on advanced world experience, strengthening of operational-investigation and advanced prophylactic measures, expansion of cooperation in the struggle against legal violations.

As a result of implemented complex measures 17215 legal violation facts were detected in the 2010 th year.

Out of these facts 264 (more 1.63 times in comparison with the 2009 th year) were with criminal character. The value of captured smuggling things and other criminal objects were over 3 million 42 thousand 375 manats. Corresponding measures about 294 people (224 Azerbaijan citizens, 70 foreign citizens) being suspicious in commiting these actions were implemented.

Out of criminal facts 61 by Bilasuvar, 54 by Astara, 35 by BHCO, 25 by ATHCO, 23 by Khacmaz, 20 by Means of Transport, 19 by Tovuz, 11 by Balakan, 10 by Struggle Head Office Against Legal Violations in the Customs Sphere of the Committee, 3 by Julfa, 1 by Yevlakh, 1 Khudafarin, 1 Shahtakhti customs offices were detected.

With the object of provide the fulfilment of the "Programme (2007-2012 year) about struggle against illegal trafficking of narcotic means, psychotropic substances and their precursors and spreading of drug addiction" approvid by Decree No 2271 on June 28, 2007 of President of the Republic of Azerbaijan, to prevent illegal transportation of narcotics through customs border of the Republic of Azerbaijan and not to let use of a country territory as "conductor point" as a result of carried out measures by customs authorities (at the same time together with other legal-protection organs) during the 2010 th year in connection with illegal narcotics trafficking 147 facts were detected. It is 2.26 times more than detected facts in the 2009 th year. Narcotic over 319 kg 098 grammes, over 224 kg 288 grammes hashish, 42 kg 850 grammes heroin, 34 kg 47 grammes opium, nearly 28.6 grammes marijuana, 17 kg 272 grammes metamphetamine substance, nearly 574 grammes psychotropic substance (ampoule, capsule and pill forms), 7,6 grammes methadone were taken from illegal trafficking. Corresponding measures about 158 people, 142 men, 16 women being suspicious people were taken.

In connection with illegal narcotic trafficking out of captured people were 123 citizens of Azerbaijan, 32 citizens of Iran, 2 citizens of Russia, 1 citizen of Georgia.

According to 9 facts by Struggle Head Office Against Legal Violations in the Customs Sphere 169 kg 62 grammes, according to 51 facts by Astara Customs Office 62 kg 8 grammes, according to 17 facts by Baku Head Customs Office 30 kg 567 grammes, according to 51 facts by Bilasuvar Customs Office 18 kg 626 grammes, according to 6 facts by Head Customs Office in the Air Transport 15 kg 418 grammes, according to 4 facts by Khachmaz Customs Office 12 kg 426 grammes, according to 3 facts by Julfa Customs Office 8 kg 856 grammes, according to 1 facts by Shahtakhti Customs Office 1 kg 982 grammes, according 2 facts by Balakan Customs Office 76.1 grammes, according to 1 fact by Khudafarin Customs Office 74 grammes narcotic means was taken from illegal trafficking.

Analysis of detected facts and operational information in the 2010 th year proves that narcosmugglers side by side with Iran-Azerbaijan-Russia route,  tried to transport narcotic to Canada, Tailand, Malaysia, Greece, Sweden and other countries by using of the country territory.

As a result of application of cynological dogs for narcotic investigation in the account year 11 facts were detected and 10 kg 429 grammes narcotic was taken from narcosmugglers.

During a year for transportation narcotics using of different hiding methods by narcosmugglers was determined. Narcotics were detected from internal organs (stomach, rectum and sex organs of a woman) in 18 cases, from the secret place specially made inside of different animal figures in 16 cases, from double lining suitcases in 7 cases, from frames of pictures and doors in 3 cases. Side by side with this trying to transport narcotics by tying to different parts of a body (at the same time under age children) with a sticky ribbon, in a clock, inside of a wheel, in a fuel tank, in samovar tube, in a cigarette box, in a juice box, in different parts of motor vehicles, inside of different loads by absorbing and by other methods was prevented.

Analysis of detected facts shows increase of committed narcosmuggling cases by transnational and organized criminal groups during last years. 11 criminal groups being busy with illegal    narcotics trafficking were detected and rendered harmless in the 2010 th year.

In the 2010 th year in connection with efforts trying to transport by smuggling way of metamphetamine substance transit transporting by air transport (Baku-Istanbul, Baku-Istanbul-Kuala-Lumpur, Baku-Moscow-Bangkok flights) from the territory of the Republic of Azerbaijan to other countries 4 facts were detected, 17 kg 272 grammes metamphetamine psychotropic substance having strong influence was taken out from illegal trafficking.

As a result of implemented complex measures from July 17, 2010 up September 17, 2010 by employees of the Committee and Baku Head Customs Office according 16 facts 28 kg 855 grammes opium, 10 kg 170 grammes heroin, 39 kg 025 gramme narcotic means, 1 pistol with PSM system and Makarov type and its cartridge, different instruments and means used for preparation of crime were detected and taken from 24 post parcels specially prepared by narcosmugglers for making difficult of customs control, considered sending to Canada, Sweden, Greece by international post sendings. The citizen of the Islamic Republic Iran Ezzataddin Mostafavi being the organizator of the above mentioned narcochannel and the member of the transnational organizational criminal group and the citizen of the Republic of Azerbaijan Elchin Jafarov were arrested. Customs services of destination countries of narcotics and related international organizations were informed about facts.

On the ground of the entered operational information as a result of jointly implemented expedient complex operational-investigation measures together with the Russian Federal Customs service on August 18, 2010 49 kg 995 grammes hashish in 30 parcels inside of facet and other stones in the ship by name "Vafa" implementing international sea cargoes to Russia from Iran in Hashtarkhan port was detected and taken.

During the 2010 th year according to detected 16951 administrative offence facts against customs regulations 509 legal enteties (153 foreign legal enteties) and 16471 natural people (10569 foregners) were called to administrative account. Over 1 million 342 thousand 659 manats a fine was imposed in shown people and commodities in the value 179 thousand 143 manats were confiscated.

Administrative offences against customs regulations mainly connected with not delivering of commodities and means of transport in time, transportation of them secretly through customs border without customs control or undeclaring, incorrectly declaring, temporary import, import without excise mark, evasion from customs payments.

According to the Law "About currency regulation" and other legislation deeds customs authories being a currency control organ while implementing a currency control on transportation of currency and currency resources through  a customs border of the Republic of Azerbaijan by residents and non-residents 1556 192 US dollars, 210 100 euros, 16 611 717 Russian roubles, 74 70 Azerbaijan manats, 2 kg 805 grammes gold in bar of gold and adornment form, 14 kg 275 grammes silver, 2633 carat diamond stones were captured from people violating demands of currency legislation.

For the prevention of the evasion from tax and violation cases of application regulat\ions and excise marks during import of alcoholic drinks, ethyl (food) alcohol and tobacco manufactured products resolute measures were implemented by custms authorities. Over 1 million 592 thousand numbers cigarettes produced in abroad, 7963 numbers alcoholic drink were stopped while being tried to transport without excise mark or by other illegal ways.

Besides this as a legal violation object 1 number pistol with "Makarov" type and its cartridge, 2483 numbers mobile phones, 2824 numbers pyrotechnic means, a lot of other commodities were captured and corresponding measures were taken about them.
