On February 2-3 the 6 th Global Congress on Combating Counterfeit Comodities and Piracy «Building Respect for Intellectual Property Rights -Sustainable Solution to Global Problem» was held in Paris, the capital of France.

The Vice-Chairman of the State Customs Committee, customs service Lieutenant-General Asgar Abdullayev took part in the congress. In the talk to the employee of our newspaper A.Abdullayev said that the high officals of the World Cutoms Organization, INTERPOL, France National Industrial Property Institute, International Trademark Association, International Trade Chamber, consumer groups, legal-protection agencies of legal associations and different countries joined the congress held under the special patronage of President of France.

The 6 th Global Congress on Combating Counterfeiting and Piracy started its work with the exhibition by name «Sciences small town» related with counterfeiting and piracy. After opening of the Congress the plenary meetings-started and speeches were listened.

The Head director of the Wor\ld Intellectual Property Organization Francis Gurry, the Secretary General of the INTERPOL, the Secretary General of the World Customs Organization Kunio Mikuriya, the President of the International Trademark Association Gerhard Bauer, the Secretary General of the International Trade Chamber Jean-Guy Carrier and other participants made speeches in the held first plenary meeting on «Building Respect for Intellectual Property Rights». They emphasized the importance of carrying out of rational measures in prevention of spreading of counterfeit commodities, cooperation with private sectors in detection of counterfeit commodities, need for reliable information about scale and influence of counterfeit commodities and piracy.

The WCO Secretary General K.Mikuriya in his speech said that though struggle of customs authorities against trade counterfeit and piracy commodities, expansion of illegal trade remains as being great problems. For this reason struggle against violation intellectual property rights is one of the priority problems standing on the Agenda of the World Customs Organization. The WCO benefiting from the gained important results from the application of the capacity building programme in the intellectual property rights, member customs services of this organization will try to show technical support for building capacity in the struggle sphere against counterfeit commodities and piracy. Prevention of illegal trade, soultion of this global problem in the best form only is possible thanks to the international cooperation. The 6 th Global Congress is the best opportunity for coming joint results in the soultion of this problem.

According to the words of the SCC Vice-Chairman A.Abdullayev about being increased danger of implemented trade by the internet was spoken in the discussions and creating danger of counterfeit commodities and piracy for life and health of consumers, deprive national economies of gained important incomes from taxes was specially noted.

The second plenary meeting holding on «Protection of consumers security-the important factor in the struggle against falsification opinions were listened mainly about medical preparations, medical supplies, chemical substances used in the agriculture, parts of motor vehicle child’s toys, personal hygiene, public health products and counterfeit commodities wildely produced by transnational organizational criminal groups. At the  same time it was emphasized that increase of counterfeit and piracy commodities sale by internet creates serious difficulty for state and private sector in the struggle against these problems.

The lecturers in the third plenary meeting on «Responsible abolition without damaging ecology of illegal commodities and from fair abolition point» spoke about for increase reason of illegal commodities trafficking for reduction purpose of their influence on environment without damaging ecology of those illegal commodities and in the social frame abolition ways and means. At the same time about finding of soultion ways of expenses for keeping and abolition of counterfeit and piracy commodities, methods relating with repeatedly trafficking and abolition, international ecological standards, demands connecting with use for charitable purpose, determination of new ways by cooperation among goverments and private sector were spoken.

At the end of the measure the final account of the 6 th Global Congress on Combating Counterfeiting and Piracy was listened. Role and rights of interesting sides in combating counterfeiting and piracy commodities, with the object of giving wide information to the public, provision of cooperation and for stopping of this process finding more rational soultion ways were reflected in the account. At the same time influencing of illegally produced commodities on gradually distribution channels increase sufficient rational implementation of legal-protection measures in this sphere and in the end solution of this kind problems in the international level, protection of intellectual property in being developed and developed countries, entering into intergovernmental agreements and demonstrating perspectives of initiatives about this, provision of equipment chain inviolability and consumers security were moved ahead in the account.
