On Febrary 11-12 in the frame of Twinning project “Improvement of Turkey Customs Office-NCTS Component” the seminar on “TIR Convention and New Computerized Transit System (NCTS); the latest achievements” was held. The measure was jointly organized by the above mentioned country governments European Community and International Automobile European Community and International Automobile Transport Union.

The Chief the Control department on cargoes in the trade turnover of the Customs Control Organizational Office of the State Customs Committee of the Republic of Azerbaijan Samad Garalov took part in the seminar. He said in the talk to the employees of our newspaper that the representative of the Italian Customs Administration, Perminent adviser for Twinning Massimo Antonelli, the General consul of Italy in Turkey Massimo Rustijio, the Director-general for the Ministry of Customs of Turkey European Union and Extreme Co-ordinating Riza Mehmet Korkmaz, the Director-general of the Customs Control Office of the Customs Administration of Iraly Jinzia Brija and the representative of Turkey in the European Union Umut Arslan Engezer took part in the opening ceremony of the seminar.

The customs specialist of the Ministry of Customs of Turkey Mehtap Demirel making a speech on “The modernization of Turkey Customs Service, Italy -Turkey NCTS Twinning project, activity and achievements” said that since September 1, 2008 learning and with stage application of the NCTS -New Computerized Transit System were started by the Ministry of Customs of Turkey. With this object the activity was carried out in four direction. First of all the weak points were learned, then analyses were carried out struggle methods against smugglinq was prepared, relations with carriers were determined, new methodologies in the next stages were prepared, training courses for 30 customs employees were organized.

From the side of the European Economic Commission (EEC), TIR Secretariat the Project Manager Maria Chekorelli spoke about the history of the TIR Convention and implemented by stage activities. Then the Head of the Audit and Reception department of IRU, TIR Uilian Guenkov made a speech about the application of TIR in Economic Cooperation Organization (ECO) on the subject “Principles and experience of the TIR”. He expressed that Turkey was in ruling position in the region for TIR. He said that 52 percent of TIR transportations in the region was implemented by Turkey carriers.

The customs specialist assistant of the Customs Control Head Directorship of the Ministry of Customs of Turkey Hamit Boztepe gave information about the existing situation and application history of the TIR Convention demands. The Chairman of the Union of Chambers and Commodity Exchange of Turkey (UCCET) Saljug Yilmaz spoke about the UCCET and its role in the economy of Turkey.

The Head of the conceptual and technical group in the computerized aspect of UN EEC TIR procedures, the Head of Data Processing and Communication Department of the Ministry of Customs of Turkey Mrs Nurjan Ozyazichi gave information about the importance of the electronic TIR system application in the speeding of delivering commodities from one point to another point and activities carried out in this direction.

From the side of the conceptual and technical group in the compluterized aspect of the UN EEC TIR procedures Andre Skeia spoke about learning by stage and preparatory stage and being completed of the third group activities.

Then the Head of the sector for Transport procedures of the European Commission Luis Kuhnen spoke on “General Transit Convention and NCTS”. The representative of the Customs Administration of Italy Mario Amelio spoke about the privatizations and four main conceptions- guarantee, simpification, application and development, the regulation of the security and development, the regulation of the security and protection in the seminar.

The Head of the conceptual and technical group in the computerized aspect of the UN EEC TIR procedures, the Head of Data Processing and Communication Department of the Ministry of Customs of Turkey Mrs. Nurjan Ozyazichi speaking on “Information technologies development for the application of the NCTS project in the Customs Administration of Turkey” gave information about carried out activities in this direction in Turkey customs.

According to S.Garalov`s words the representative of the Triest customs regional directorship of the Customs Administration of Italy Antonio Kantiani gave information about the carried out activity of Triest Customs Office for customs activity, attitude to carriers and facilitation of trade. He emphasized the importance of entrance of the application of “Risk analyses” for the implementation of the facilitation in the trade chain and information beforehand on the last day of the seminar. The customs specialist of the Customs Control Head Directorship of Turkey Customs Administration Mrs. Demet Erol Guzeloglu spoke about TIR system, check of TIR booklet and main opportunities. Then the Head of the Audit Reception department IRU TIR Yulian Guenkov and the customs specialist of the Customs Control Head Directorship of the Ministry of Customs of Turkey Ahmet Ozkan Kiziljik gave detailed information about the fulfilment of the 10 th article demands of the TIR Convention, delays in the completion of the TIR operations, failed cargo departments in changes and use cases of containers, use of false or unexact documents, change of cargo, forging cases of seals.
